Health Officer Karen Sullivan said a drop in the county test positivity rate — from 29.60% to 21.70% — is encouraging but that the rate should be lower than 10 percent, ideally lower than five. “We ask the community for a particularly difficult favor, please limit your contact with others,” Sullivan said.
