Automatic expungement plan can bring benefits for Delaware
With the launch of the Delaware “clean slate” campaign Feb. 24, state lawmakers are now poised to automate the expungement of eligible criminal records this session. This move would build off the critical Delaware Adult Expungement Reform Act passed by legislators two years ago and signals an opportunity to uplift second chances and the state economy.
Thanks to that 2019 act, more people who were arrested but not found guilty of a crime are guaranteed to have their records cleared if they apply for expungement to the State Bureau of Identification (SBI). And those convicted of certain offenses are also able to receive an expungement after a waiting period.

After 23 years of tackling criminal investigations and putting his life at risk for the protection of the community and its members, Lt. John Davie David Garner is recognized for his service in the Randolph County Sheriff s Office after his retirement in January.
In a county meeting Monday, commissioners and the public applauded Garner as he stood to receive a clock for his years of work. It has been a pleasure serving the citizens of Randolph County for 22+ years, Garner said.
Garner, hired on July 1, 1995, was assigned to the Crime Scene Investigation Division where he remained until 2004.
Garner left at the rank of Corporal for employment with the County Bureau of Identification in Raleigh but later returned to his home in Randolph County in August 2007 as a Criminal Investigations detective.

NEW HAVEN Police were investigating the fatal shooting of a driver who crashed his vehicle into the side of a building late Saturday in the Fair Haven neighborhood, police said Sunday.
Officers responding to a ShotSpotter alert of gunfire near Grand Avenue at Lloyd Street at 8:30 p.m. found a motor vehicle had slammed into a commercial building at 337 Grand Ave., police said in a statement.
They also found that the driver, a 32-year-old New Haven man, had been shot, police said.

Police have identified the man who was killed in a fatal shooting in a crashed car on Grand Avenue Saturday night.
Police said Jorge Osorio-Caballero, 32, died of his injuries.
Police said around 8:30 PM, patrol officers responded to a ShotSpotter alert of gunfire in the area of Grand Avenue at Lloyd Street in the Fair Haven neighborhood.
When they arrived, officers found a car crashed into the side of a commercial building at 337 Grand Avenue. The driver of the car had been shot. New Haven Fire Department and American Medical Response personnel arrived and an ambulance took Osorio-Caballero to Yale New Haven Hospital where he was pronounced deceased.
