Scant diversity in Pennsylvania State Police

Scant diversity in Pennsylvania State Police Mensah M. Dean The Philadelphia Inquirer HERSHEY Walking the halls of the Pennsylvania State Police Academy where troopers are made is like walking through history. Inside the main building, portraits of 36 directors of the training facility are mounted on a wall, spanning more than 100 years of leadership. All, except one, are white men. Down another corridor in the spartan, 1950s-era building, hang the portraits of most of the 111 troopers who died in the line of duty from 1906 to 2017. All, except one, are white men. As of this month, the 4,588-employee state police force was 92.8% white and men make up 86.5% of that, according to agency statistics. Of the 1,170 who’ve obtained the ranks of major, captain, lieutenant, sergeant and corporal, 94.1% are white.

Justice Department Declined to Prosecute 82% of Hate Crime Suspects Investigated From 2005 to 2019

Under four statutes in the U.S. Criminal Code, hate crimes are defined as crimes committed on the basis of a victim s characteristics such as race, national origin, sexual orientation, gender identity, religion, or disability. Most recently, reports of hate crimes targeting Asian Americans and Pacific Islanders have surged during the pandemic, with many attributing the increase to former President Donald Trump s rhetoric that blamed China for the spread of Covid-19 in the U.S.  Federal prosecutors concluded investigations into a total of 1,878 suspects in potential hate crimes during fiscal years 2005 to 2019, according to the Bureau of Justice Statistics. However, only 17% of the suspects were prosecuted by U.S. attorneys while 1% had their cases disposed of by U.S. magistrate judges.

According to the report, which revealed a rate of prosecution far lower than that for other federal crimes, 82% of 1,864 suspects prosecutors investigated for possible hate crimes from Oct. 1, 2004 through Sept. 30, 2019, were not referred for prosecution. Only 17 percent were prosecuted and one percent them had their cases resolved by a magistrate judge, the Bureau of Justice Statistics said in its report.
