The Department of Homeland Security is promising to issue a detailed report about the roughly 500,000 white-collar jobs that are transferred from American graduates to foreigners via the huge university-backed Optional Practical Training (OPT) program, which is often described as the younger version of the H-1B program.
The agency “is currently unable to evaluate the impact OPT has had on U.S. workers and foreign students who have obtained work authorization through the programs,” said a January 13 message from the Student and Exchange Visitor Program within the U.S. Immigration and Customs Enforcement (ICE) agency.
“To remedy this, SEVP is announcing the development of a new unit the OPT Employment Compliance Unit that will be dedicated full-time to compliance matters involving wage, hours, and compensation … the first report will be published on ICE.gov by July 31, 2021,” said the statement. It continued:

Federal guidance for international students enrolled in U.S. universities is likely to remain the same for Spring semester 2021 regarding the COVID-19 pandemic, an ICE spokesperson announced.
The Student and Exchange Visitor Program (SEVP) federal guidance, issued in March 2020, allows international students with F or M student visas to take their courses online without jeopardizing their immigration status.
Normally, international students must be in the U.S. when studying to maintain the status of their student visas. Because of the pandemic, international students who were enrolled in March 2020 have been allowed to continue their studies online with U.S. institutions.

Lawrence Bacow, the president of the USA’s oldest university, Harvard, has urged President elect, Joe Biden, to prioritize US immigration reform for international students. In recent months, the Trump administration has attempted to restrict US F1 and M1 student visas amid the COVID-19 pandemic, sparking legal challenges from Harvard and other universities.
Bacow has called on Biden to make US visa processing ‘streamlined and predictable.’ Upon congratulating Biden for his election win, the Harvard president turned his attention to the US immigration system saying: ‘it doesn’t do nearly enough to encourage the legitimate flow of people and ideas or recognize the contribution immigrants make to America.’
