State may withhold $161K from social services | News, Sports, Jobs

manich@leaderherald.com JOHNSTOWN The state may end up withholding about $161,000 from the Fulton County Department of Social Services for 2020, county officials heard recently. DSS Commissioner Anne Solar told the Board of Supervisors’ Human Services Committee that outstanding state revenues are still out there related to the 20 percent withhold due to the impact of the COVID-19 pandemic. She said outstanding revenues were about $13,000 in 2019, but might be as much as $161,000 to DSS with the first COVID year. “At this point, we have had $45,000 withheld,” Solar said. Solar also related other state impacts on Fulton County during an informational report. She said the county recently received a final 2019 chargeback bill of $250,117 from the state Office of Children & Family Services for facility per diem costs.

Vaccine shipments are lagging behind | News, Sports, Jobs

manich@leaderherald.com JOHNSTOWN COVID-19 vaccine shipments to Fulton County are lagging behind, the county Board of Supervisors’ Human Services Committee heard Tuesday. County Public Health Director Laurel Headwell gave a COVID update to the panel. She said that this week Fulton County received last week’s vaccine shipment, which was delayed due to inclement weather. She said the county is trying to resume the regular schedule to vaccinate local residents. “We’re going to have to just wait for vaccine to come,” Headwell said. Headwell reported to supervisors that currently, there have been 3,202 positive COVID-19 cases in Fulton County. A total of 203 have been deemed actively positive, and 23 patients are currently hospitalized. The number of recovered COVID cases in Fulton County is 2,913. There have been 86 deaths. A total of 71,213 people have been tested for COVID.

manich@leaderherald.com JOHNSTOWN Half of Fulton County government’s largest department is working from home due to COVID-19, as the pandemic also continues to impact the monetary benefits flow from the department. Fulton County Department of Social Services Commissioner Anne Solar said Thursday her agency continues to keep an eye on the money trail impacting benefits given by her agency to the area’s needy. “My biggest concern is the 20 percent the state is taking,” said Solar. She mentioned the 20 percent the state has “withheld” during the pandemic, which actually represents money that is supposed to be repaid through the federal government. The repayments impact many areas of social services, which have affected local families hard through the pandemic.
