Universities call on EU not to restrict Horizon access Research-intensive university groups representing 77 universities across Europe have signed a joint statement urging the European Union not to restrict access for associated countries, such as the United Kingdom, Switzerland and Israel, to parts of its multi-billion Horizon Europe research programme, including those covering space and quantum projects. The joint statement is signed by the Russell Group, the German U15, UDICE French Research Universities, the League of European Research Universities (LERU) and the Guild of European Research-Intensive Universities (the Guild). Professor Kurt Deketelaere, secretary-general of LERU, said: “If the European Union wants to strengthen its global competitive position, cooperation with strong and reliable research partners is key.

He served as the Chairman of the Ghana Telecom Board of Directors and is the author of the book, Guns over Kigali (1997). Michael Barnett served as the political officer at the US Mission to the United Nations assigned to cover Rwanda in 1994. His 2003 book, Eyewitness to a Genocide: the United Nations and Rwanda, draws on his experiences from this period. Barnett is currently a member of the Council on Foreign Relations and a University Professor of International Affairs and Political Science at The George Washington’s Elliott School of International Affairs in Washington, DC.

He joined the Commission in 1993 and has worked on various initiatives including European social dialogue and the Single European Sky, the EU air traffic management programme. Before joining the Commission, Koen worked at the University of Antwerp (1988-89) and the higher institute for labour studies of the University of Leuven (1990-93). Koen holds a Masters in Law and a Masters in Economics from the University of Leuven, Belgium.
