The term “enemies of the state” was used loosely by repressive regimes worldwide in the 1970s to justify the persecution of political opponents and activists.
The Marcos regime used it as an all-embracing label against the broad range of citizens opposing the military-backed dictatorship. For those of us who were labelled as such, it was considered a badge of honor and a mark of true citizenship. But it also exposed us to real dangers, as we were considered legitimate targets for harassment, arrest, even assassination.

PhilHealth chief says 92% of P15-B questioned fund now liquidated
MORE than 90% of the P15-billion fund released by the Philippine Health Insurance Corp. (PhilHealth) to health care institutions, which has been under investigation, has so far been liquidated, the head of the state-owned insurance firm said on Tuesday. “On the record, the Senate and the House have instructed PhilHealth to liquidate the funds. As of now, 92% of the funds has been liquidated,” PhilHealth President and Chief Executive Officer Dante A. Gierran said in mixed English and Filipino during a televised news briefing. Tension rose between the marching members of the League of Parents of the Philippines (LPP) along with Duterte Youth and the students and workers of the University of the Philippines at the Diliman campus of the university on Tuesday.
The two groups discussed the issue of alleged recruitment of young people to become members of the New People’s Army (NPA).
This is in the midst of the escalating problem caused by the Department of National Defense’s termination of its agreement with UP that prohibits police and military operations within UP campuses without notice to the university administration.
