Duterte Youth Rep. Ducielle Cardema on Tuesday said the accord between DND and the state university should also be abrogated, similar to what Defense Secretary Delfin Lorenzana did with the 1989 deal with the University of the Philippines. She questioned why the two universities are given special treatment when other state universities and colleges are not given a similar privilege.

In House Resolution 1490, Lagman, a UP alumnus, urged the House Committee on Human Rights to conduct the inquiry in aid of legislation into the termination of the UP-DND Accord, which he said seeks to protect and uphold the autonomy and academic freedom of UP units.

Neither does the military wish to suppress academic freedom and freedom of expression. He said he made this clear when he informed UP President Danilo Concepcion in a letter about the abrogation of the agreement between the Department of National Defense (DND) and UP effective January 15. The agreement, signed in June 1989, prevents the police and military from entering UP campuses without any coordination with the UP administration. Lorenzana reiterated this in a press conference Wednesday to debunk “malicious insinuations” that they will militarize UP.

In a photo posted by GMA News reporter Chino Gaston on Twitter on Wednesday morning, military trucks and personnel could be seen entering the UP Arboretum.
