Published January 19, 2021 5:06pm Various student councils from the University of the Philippines denounced the move of the Department of National Defense to end its 31-year-old agreement with UP regarding the prohibition on the entry of police and military in its campuses. They maintained that the DND s decision was an attack on academic freedom as well as on freedom of speech. This goes against the decades of the student and people s defense against the violation of our academic freedom, our right to study, speak, and investigate on social issues without the risk of political persecution and human rights violation, the UP Los Baños Student Council said.
Published January 19, 2021 7:38pm The chancellor of the University of the Philippines (UP) flagship campus on Tuesday said the defense department needs to show proof of its claim that the university is a venue for clandestine recruitment into the Communist Party of the Philippines and the New People s Army. Members of the UP community are protesting the Department of National Defense s (DND) unilateral termination of a 31-year-old pact with the university barring the entry of state forces into its campuses without prior notice to UP officials. In junking an agreement that has for decades made UP a safe space for protests, Defense Secretary Delfin Lorenzana claimed that rebels are recruiting UP students into the communist movement.

With the termination of a 1989 pact banning the entry of police and military forces without prior coordination, the security sector should come up with an agreement with the University of the Philippines on boundaries to be observed, Sen. Panfilo M. Lacson said Tuesday.
Lacson, who chairs the Senate Committee on National Defense, said this is to prevent the move from negatively affecting the culture of academic freedom in the state university. Once the pact is terminated, what will the security sector do? We don t know that yet. Probably they could come to an agreement that there are boundaries to be observed, Lacson said in an interview on ANC.

This, after the defense department unilaterally abrogated its pact with the University of the Philippines (UP) forged as early as 1989. In a statement, Duterte Youth party-list Representative Ducielle Cardema, herself a UP graduate, claimed that radical leftists groups have abused the UP-DND Accord in order to escape arrest for their seditious acts.
