Frontline health workers in Papua New Guinea say they are struggling to keep up with an influx of patients since the introduction of free primary health care in 2014.
A new report by the Australian National University and the University of Papua New Guinea raised concerns about a worrying trend of declining performance in the health sector, despite a dramatic increase in hospital funding.
The findings are a worry for Mt Hagen resident Miriam Makal.
When Ms Makal took her elderly father to hospital for eye surgery in December, he was turned away and told to come back the following week.

On a beach on a remote island in eastern Papua New Guinea, a country located in the southwestern Pacific to the north of Australia, garnet sand reveals an important geologic discovery. Similar to messages in bottles that have traveled across the oceans, sediments derived from the erosion of rocks carry information from another time and place. In this case the grains of garnet sand reveal a story of traveling from the surface to deep into the Earth (~75 miles), and then returning to the surface before ending up on a beach as sand grains. Over the course of this geologic journey the rock type changed as some minerals were changed, and other materials were included (trapped) within the newly formed garnets. The story is preserved in garnet compositions, as well as in their trapped inclusions: solids (e.g., very rare minerals such as coesite – a high pressure form of quartz), liquids (e.g., water) and gases (e.g., CO2).
Justice Cannings said: “It was an error of law and ultra vires on the part of the Public Services Commission to, without highlighting the issue surrounding the absence of tertiary qualifications, include David Manning in its preferred list of candidates, knowing that the successful candidate would be appointed to two positions and it being clear that Manning was not qualified for one of those positions (secretary for the Department of Police).”
Justice Cannings said they were two separate positions.
“The fact that the position of commissioner is the dominant position created by the Constitution does not mean that the qualifications for appointment to that position (which do not include possession of tertiary qualifications) override or subsume the qualifications for appointment as Secretary for the Department of Police.
