He works on police and community relations around the state and says the law is a good first step. “There’s not going to be one piece of legislation that’s going to fix this because we have to fix culture more than policy,” Boyd said. Yale University Police Chief Ronnell Higgins says the law has opened the doors for conversation on how to improve that culture. On the anniversary of George Floyd s murder, Yale Police Chief Ronnell Higgins reflects on the the last year and what it means to be African American and a leader in law enforcement. “We’re listening to hear, versus listening to respond to some of our critics, and also others have joined the conversation,” Higgins said.

After George Floyd death, some states limit, ban chokeholds

Print Democratic Rep. Leslie Herod had no luck persuading her colleagues in the Colorado Legislature to ban police from using chokeholds after the death of a 23-year-old Black man in suburban Aurora in 2019. She couldn’t gather enough support even to introduce a police reform bill that included a ban. That changed when George Floyd died after being pinned under the knee of then-Minneapolis Police Officer Derek Chauvin. Within a month of Floyd’s death and the nationwide protests it engendered, Colorado lawmakers took the step they had avoided after the death of Elijah McClain and approved a ban on chokeholds as part of broader police reform legislation. The law overrode more limited chokehold restrictions put in place four years earlier.
