He previously resided in Treasure Island, Fla. with his wife, Patricia Trenkle Billings. Arthur was born May 26, 1934 to Herold and Naomi (Stevens) Billings in Presque Isle where he spent his childhood. Arthur graduated from the University of Maine at Orono with a bachelor’s degree in 1956. He went on to pursue a career in medicine, graduating in 1960 from Kirksville College of Osteopathic Medicine, Kirksville, Mo.
