Rockford Literacy Council tutor honored by Illinois Secretary of State ROCKFORD (WREX) A Rockford woman gives the gift of reading to the community and the Illinois Secretary of State recognizes her efforts. This week, Wealtha Helland received The Spotlight on Service Award from Secretary of State Jesse White. It recognizes the contributions of people supporting adult literacy efforts in Illinois. Helland has been with the Literacy Council in Rockford for four years now, but she doesn t plan on stopping anytime soon. I enjoy it thoroughly, says Helland, I ve been a teacher all of my career, so there s nothing better than to help students learn and achieve their own goals and then I ve achieved mine.
