Lancaster City Council receives 5-year proposal for community block grants

When: Lancaster City Council meeting, April 5. What happened: Council was presented with a proposed five-year Community Development Block Grant plan for 2021-25 and annual action plan, which the city is required to submit to the U.S. Department of Housing and Urban Development. Why it matters: The plans shape the way that much of the money Lancaster receives from HUD ends up being spent. Council was told during its committee meeting that city officials expect to see about $8.37 million in block grant funding over the next five years. Also anticipated is about $710,000 in Emergency Solutions grants, which the city has traditionally used for homeless prevention and emergency shelter.

In recent letters regarding Willow Valley Communities’ downtown plans, there seems to be an undertone of negativity toward adding more seniors to Lancaster’s present mix. The writer of the Feb. 24 letter (“Keep Willow Valley out of Lancaster”) stated, “Lancaster city needs more affordable housing for its current residents, not luxury apartments for the New York millionaires.” Please let me give a different perspective on this. My wife and I moved to a Willow Valley location last September. Our personal experience has shown us a very talented, giving group of retirees. Residents who have joined the gardening group make substantial donations to local food banks. Retired educators support the School District of Lancaster with their time and financial support. So, even from the Willow Street location of Willow Valley Communities, there have been positive contributions to downtown.

School District of Lancaster s landmark school funding lawsuit gets tentative trial date

A potentially game-changing school funding lawsuit in Pennsylvania is tentatively scheduled to go to trial Sept. 9, a Commonwealth Court judge ordered Thursday. The decision comes seven years after the petitioners, which include the School District of Lancaster, filed the initial lawsuit stating Pennsylvania’s education funding system dangerously shortchanges public school students, especially those from low-income communities, in violation of the state constitution. Representing the petitioners are the Education Law Center and Public Interest Law Center. “I am excited that we will finally have our day in court to prove that our students are entitled by law to an adequate education that provides them with the same opportunities as their more privileged peers,” Lancaster Superintendent Damaris Rau said during a virtual press conference about the lawsuit Friday.
