Unemployment bill becomes first Washington bill signed into law in 2021

An unemployment bill has officially been signed into law, marking the first bill to get the governor’s autograph this year.
“I’m signing Senate Bill 5061 very happily,” Governor Jay Inslee announced, as he added his John Hancock to the bill. “We just made some good law in the state of Washington.”
Touted by legislators as a helping hand to small businesses, the bill passed both the House and the Senate late in January with overwhelming bipartisan support.
Senator Curtis King Bill Could Save Dairy Industry Big Money
Two months after the state Supreme Court issued a ruling that could have big economic impacts on the dairy industry, Sen. Curtis King of Yakima has introduced a bill to stop what he says could be a financially devastating problem for the state’s dairy industry and other segments of Washington’s economy. A press release from the senator says for 60-years state law exempted the agriculture industry from paying overtime wages after 40 hours per week. However in a ruling last November the U.S. Supreme Court said the law was unconstitutional. But the court didn t say anything about whether overturning the law also meant dairy farmers and other agricultural producers were responsible for up to three years in back pay.That s a big concern for the dairy industry throughout the Yakima Valley.

On Monday, the Washington Senate Labor, Commerce and Tribal Affairs Committee heard testimony on SB 5115, the Health Emergency Labor Standards Act or (HELSA). The committee heard testimony from around 20 groups about the proposed act. These included labor unions, small business associations, insurance associations and the Washington State Hospital Association (WSHA).
HELSA is a bill that aims to provide protections for frontline workers during a public health emergency. One of the bill’s main sponsors is the Chair of the Labor, Commerce and Tribal Affairs Committee, Sen. Karen Kieser.
