Sudan s Military Companies Go Civilian: How the Recent Divestment Agreement Can Succeed - Carnegie Middle East Center

Sudan’s political transition marked a significant milestone on March 17, 2021, when its interim authorities agreed to transfer military-owned commercial companies to the control of civilian-headed government ministries. This was remarkable in a country dominated by the armed forces almost uninterruptedly since the late 1950s, all the more so as the issue of divestment had been a bone of public civil-military contention for a cash-strapped government over the preceding year. Sudan’s contested political arena and fragmentary security landscape point to far more intricate negotiations ahead and an even less assured outcome. Indeed, the agreement contained little, if any, detail on how and when restructuring will actually take place, suggesting that some of the more difficult issues ma

The Nigerian Military s Missing Link: A Joint Special Operations Command

A focused and dedicated command that draws on the expertise of elite Special Operations Forces (SOFs), such as the navy’s Special Boat Service, would improve execution of ongoing military operations against violent extremism while enabling better-coordinated strategic planning. Bringing together the expertise of elite SOFs across the various arms of Nigeria’s military including the army, air force, and navy under a JSOC would encourage data-sharing, the lack of which has been a consequential shortcoming in the war against Boko Haram. A case in point is the 2011 attack on th
