Every five years, the discussion over the farm bill baseline determines the level of resources for not only traditional farm programs under Title 1, but also the conservation title. Depending on the fiscal outlook, those levels sometimes require Congress to maintain the same baseline or find “savings” by spending less over the 10-year baseline if the farm bill was implemented for 10 years.
Action this year on the climate and infrastructure bill represents the best opportunity in decades to meet farmer demand for conservation programs.

Legislation designed to lead Illinois down a path to a clean energy economy is being applauded by farming groups.
The Consumer and Climate First Act was recently introduced in the General Assembly, and includes numerous proposals to lead the state to a clean energy economy.
The Consumers and Climate First Act proposes to “decarbonize fuels during the transition to electrification, and establishes minimum biodiesel standards (B20) for diesel sold in Illinois to smooth the transition to an electrified transportation sector.”

The Conservation Stewardship Program is a favorite with many producers because it allows them to receive payments for actively managing, maintaining and expanding conservation activities on acreage that remains in active production.
Through CSP, farmers and forest landowners earn payments from the Natural Resources Conservation Service for practices such as cover crops, buffer strips, pollinator habitat and enhanced nutrient management that enhance the sustainability of their operations.
