April 30, 2021 RESTAURANTS in areas under modified enhanced community quarantine (MECQ) may again provide indoor dine-in services, while beauty salons and barber shops may reopen, Presidential spokesperson Harry Roque said on Thursday, April 29, 2021.
Roque said the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases approved indoor dine-in services of up to 10 percent and personal care services of up to 30 percent of capacity.
Both clients and service providers in beauty salons, beauty parlors, barber shops and nail spas must wear face masks at all times.
Roque said these businesses may operate beyond their allowed capacity provided that they comply with the Safety Seal Certification Program, which recognizes establishments that strictly follow health protocols.

Malacañang believes that the private owners and local government units will be able to ensure that establishments allowed to operate under the modified enhanced community quarantine (MECQ) are compliant with health protocols against coronavirus disease (COVID-19).

Presidential Spokesman Harry Roque made the statement after dine-in services and certain personal care establishments were allowed to resume operations during MECQ starting May 1.
In a virtual presser in State-run PTV-4 on Friday, Roque expressed confidence that these establishments will be able to comply with minimum health standards since the national and local government and the private sector have always been working together to ensure the safety of the public.

Indoor dine-in restaurants and personal services are allowed to reopen at limited capacities in areas under modified enhanced community quarantine (MECQ) starting today, May 1.
Memorandum Circular No. 21-15 series of 2021 on Additional Business Establishments, Persons or Activities Allowed to Operate in areas placed under MECQ provides that indoor dine-in services of food preparation establishments, such as commissaries, restaurants, and eateries, can now operate at an initial venue or seating capacity of 10 percent.

The MC issued Friday night by Trade and Industry Secretary Ramon M. Lopez also allows beauty salons, beauty parlors, barbershops, and nail spas, at an initial venue or seating capacity of 30 percent, provided that they shall only provide services that can accommodate the wearing of face masks at all times by the patrons/clients and service providers.

In a statement, Palace spokesman Harry Roque said the government task force approved the recommendation to allow restaurants, eateries, commissaries, and other food preparation establishments to resume their indoor dine-in services in areas under Modified Enhanced Community Quarantine (MECQ) at an initial 10% venue or seating capacity. However, Roque said food establishments may operate beyond 10% as long as they comply with the Safety Seal Certification Program, which will ensure that an establishment is strictly following health protocols as well as customer s safety.
