KZN tallies up violent weekend storms damage

KZN tallies up violent weekend storms damage By Zainul Dawood Share DURBAN - KWAZULU-NATAL disaster management teams were awaiting reports of any damage caused during a storm over the weekend. The South African Weather Service (Saws) regional forecast issued a yellow level 2 warning for severe thunderstorms on Sunday night. The thunderstorms, Saws warned, were accompanied by heavy downpours, which may have led to localised flooding of low-lying bridges and roads. Saws warned of excessive lightning with the most affected areas being Mhlathuze, uMfolozi, Mtubatuba and the big five Hlabisa municipalities of KwaZulu-Natal. Co-operative Governance and Traditional Affairs (Cogta) MEC Sipho Hlomuka placed disaster management teams on alert following the weather warning. “The warning received by the department indicates that widespread showers and thunderstorms are expected over most parts of KZN, but scattered over the extreme north-eastern parts,” he said.

Embattled North West delivering better services, audit outcomes improving – Tito Mboweni

Jaco Marais The North West Health Department may not have improved its audit outcomes for 2019-20, but there s been an improvement in healthcare services quality. According to Finance Minister Tito Mboweni, the high vacancy rate, especially at management level, was reduced. Nine healthcare facilities have also extended their operating hours from 12 to 24 hours. Finance Minister Tito Mboweni says improved audit outcomes in the embattled North West province does not necessarily measure service delivery improvements. Mboweni said, while the provincial health department has not improved in terms of audit outcomes in the 2019-20 financial year, there is an improvement in the quality of healthcare services.

Free basic electricity for the poor: Billions in fundin

Chris Yelland is managing director of EE Business Intelligence. A new research report published by the Public Affairs Research Institute reveals that in the 2019/20 financial year alone, about R9-billion budgeted and disbursed by National Treasury to local government for the provision of free basic electricity (FBE) to the poorest of the poor has been misappropriated by municipalities.   The report, Broken Promises: Electricity access for low-income households – good policy intentions, bad trade-offs and unintended consequences, by Dr Tracy Ledger, further shows that in the six financial years from 2014/15 to 2019/20, about R38.3-billion disbursed by National Treasury for FBE to indigent households failed to reach the intended recipients, and was instead used by municipalities for other unauthorised purposes.
