What is TARGET2?
TARGET2 is the real-time gross settlement (RTGS) system owned and operated by the Eurosystem.
The use of TARGET2 is mandatory for the settlement of any euro operations involving the Eurosystem. The Eurosystem consists of the European Central Bank (ECB) and the national central banks of the 19 European Union member states that are part of the Eurozone.[2] Participation in TARGET2 is mandatory for new member states joining the Eurozone.
Under the TARGET2 system all debt is treated alike even though it is a measure of capital flight. The ECB disputes my last statement but it is what it is.

State of emergency declared in Martinique, La Reunion due to COVID-19 Delta variant

A state of emergency has been declared in Martinique and La Reunion from tomorrow with a curfew.
The announcement was made by French President Emmanuel Macron today.
According to President Macron, the prefect in Martinique will give the details of the state of emergency and the curfew tomorrow.
He said the reason for these measures is the rapid expansion of infection by the COVID-19 Delta variant.
The president also indicated that in France similar measures will be put in place including mandatory vaccination for all medical personnel and other persons working at health facilities.

SYDNEY â Australia has recorded a third COVID-19 death this year.
New South Wales state Chief Health Officer Kerry Chant on Tuesday declined to say whether the man, who was aged in his 70s, had been vaccinated. He died Monday in Sydneyâs eastern suburbs where the current Sydney cluster began last month.
The New South Wales state government has said Sydneyâs three-wee-old lockdown is likely to be extended Friday.
A woman in her 90s from southwest Sydney died Saturday, a day after testing positive for the coronavirus. An 80-year-old man died April 12 after becoming infected in the Philippines.
Australia had not previously recorded a COVID-19 death since Oct. 19.
