A study of court reporting in the UK has concluded public funding should be considered to safeguard the ability of local newspapers to be the eyes and ears of the public.
After interviewing 22 journalists from across the UK about their court coverage, Richard Jones of the University of Huddersfield warned any reduction on the current provision would have a “huge impact on open justice”.
His paper, published in the academic journal Journalism Practice, concluded that some form of public subsidy for court reporting, whether under an expanded BBC-funded Local Democracy Reporter Service or another scheme, would be “welcome”.
Jones acknowledged that most journalists who regularly cover courts are from the biggest local news groups, which include Reach, Newsquest, Archant and JPI Media.
CMA: New Regulatory Regime Will Focus On Establishing Fair Process For Negotiation
The new regulatory regime to rebalance the digital advertising market will focus on ensuring the process of negotiation between publishers and the tech platforms is fair, rather than setting prices for transactions, the Competition and Markets Authority has said.
Outlining the approach that will be taken by the new Digital Markets Unit, witnesses from the CMA told peers that it was vital that a code to govern the relationship between the platforms and publishers be placed on a statutory footing.
Giving evidence to the Lords Communications and Digital Committee as part of its inquiry into freedom of expression online CMA senior director of markets Daniel Gordon said the Australian code was a good place to start in developing a code for the UK.
Competition watchdog to look at subtle ways to rebalance publisher-platform relationship
The UK’s competition watchdog wants to create “greater incentives” for tech giants like Facebook and Google to bargain in good faith with news publishers over payment for content.
Two directors from the Competition and Markets Authority told the House of Lords Communications and Digital Committee they favour a code of conduct being put in place in the style of Australia to ensure there are “fair and reasonable terms” between platforms and content providers.

They also suggested the new Digital Markets Unit, currently being run in a “shadow” non-statutory capacity until legislation is passed, could act as an intermediary to keep an eye on changes to the platforms’ algorithms without forcing them to be published.
