The Public Health Commission of the Spanish Health Ministry decided on Thursday that the Oxford-AstraZeneca Covid-19 vaccine will only be administered to people aged between 60 and 69. The decision raises the upper age limit from 65, which had been set on Wednesday by the Inter-Territorial Council of the National Health System, which brings together central and regional health officials. There are 5.3 million Spaniards in their 70s, of whom one million have already received at least one dose of the Covid-19 vaccines currently available from Pfizer-BioNtech, Moderna and AstraZeneca.

Spain’s central Health Ministry is to propose that face masks not be obligatory at all times while on the beach, provided that citizens are bathing, playing sport or resting in a fixed spot, and that a safe distance of 1.5 meters can be maintained from other people. While this suggestion – which will be conveyed to the country’s regional governments – does not specifically mention it, this would mean no face coverings while sunbathing. The new proposal comes after national legislation was published in the Official State Bulletin (BOE) last week making masks obligatory even when people are alone in open spaces, something that was widely rejected by a number of regional governments. The new draft plan will be discussed this afternoon at a meeting of the Inter-Territorial Council of the National Health System (CISNS), which brings together the central Health Ministry and the regional healthcare chiefs in order to tackle the ongoing coronavirus pandemic.

The emergency situation was voted through in the lower house of parliament, the Congress of Deputies, back in October. The aim was to allow the country’s regional governments to introduce coronavirus restrictions – including nighttime curfews – without facing legal challenges in the courts. From May 9, the regions will once again be in charge of the measures they implement, as was the case between mid-June and October of last year, but will not have all of the powers that they currently enjoy under the state of alarm.
