Towns across Connecticut and the state are preparing for the possible impact Elsa could have Friday.
Recent rainfall and thunderstorms have already made the ground saturated. Officials say the biggest concern with Elsa is the potential for street and flash flooding.
Bridgeport Emergency Operations Center said in a briefing Thursday that heavy rainfall is a concern at this time and could cause localized minor coastal flooding.
As for the state, Gov. Ned Lamont said officials feel better prepared for this storm with hundreds of crews pre-deployed - compared to Tropical Storm Isaias that hit last August, which knocked out power for weeks.
