Biden Sets New Paris Agreement GHG Target: 50-52% below 2005 levels by 2030
President Biden has set a new nationally determined contribution (NDC) for the U.S. to achieve a 50% to 52% reduction in economy-wide greenhouse gas (GHG) emissions in 2030 compared to 2005 levels.
The White House said on Thursday the NDC, which was determined after a “a whole-of-government process” organized through the Biden administration’s National Climate Task Force, will be formally submitted to the United Nations Framework Convention on Climate Change (UNFCCC).

The Malheur County Budget Committee met virtually on Tuesday to begin two days of deliberations over the proposed 2021-22 fiscal year budget to carry the county through financially in 2022.
As proposed, the budget shows a increase of about $2 million in revenue over the current fiscal year.
The session was held by video, with each department head, and sometimes staff, visiting with the budget committee to explain their requests. For the departments, there was little change in their requests and what was budgeted for the current fiscal year.
Leading off was Sarah Poe, Health Department director, who said the services provided by the department are covered by support from the state including grants, fees to clients and contracted services.

Both incumbents up for reelection for Umatilla Electric Cooperative s board of directors kept their seats.
Bryan Wolfe will continue to represent District 3 and Phil Hamm will continue to represent District 4. Hamm had no challengers, while Lee Carlson, Patricia Maier and Danice McBee were unsuccessful in running against Wolfe. Members also approved a proposed update to UEC s bylaws, which had not been updated to reflect current state and federal laws since 2008.
Results of the election, which was conducted by mail by the cooperative s 10,700 members, were announced during UEC s annual members meeting on Saturday, April 17.
According to a news release, 280 members and guests watched the livestreamed virtual event. The annual report released at the event states that UEC s kilowatt-hour power sales were up by 24% in 2020 as the utility delivered 3.8 billion kilowatt hours.
