QUEZON CITY, March 14 With the decades-old problems our coconut farmers, industry stakeholders, and the industry have been facing, the Department of Agriculture-Philippine Coconut Authority (DA-PCA) has embarked on a transformation journey to become a more efficient and credible organization that is responsive and proactive to the needs and issues confronting the coconut industry.

In pursuit of organizational transformation, the DA-PCA enrolled under the Performance Governance System (PGS), the Institute for Solidarity in Asia’s (ISA) platform for designing, executing, monitoring, and sustaining strategy for the attainment of genuine and lasting reforms. The ISA’s PGS is recognized as the Philippine adaptation of the Harvard’s “Balanced Scorecard” framework, which is designed to help organizations execute transformation initiatives.

Denied was the plea of Mayor Genevieve Gumban Lim Reyes of Caluya, Antique to present Pauline Rose L. Geroche, the municipal administrator, as her last witness in lieu of three other witnesses, including herself.
Reyes told the court that Geroche was personally involved in the implementation of the relocation site in Sitio Poocan since the acquisition of the land until the awarding of the housing units to the beneficiaries, and she was the one who took photographs of the area.
But she admitted that Geroche was not among the witnesses listed in her pre-trial brief.
The prosecution opposed Reyes’ plea. It pointed out that Geroche should have been included in Reyes’ pre-trial brief and pre-trial order.
