THE Department of Energy (DoE) hopes to launch by June 26 various rule changes to the wholesale electricity spot market (WESM), which will reduce the time between scheduling and dispatch of power, among others, according to an advisory posted last week on the department’s website.
According to the advisory, before receiving DoE clearance to launch the enhanced WESM design and operations (EWDO), the Philippine Electricity Market Corp. (PEMC) must attest to the market readiness of the three major island groups, the DoE said.
Other proposed changes to WESM operations include automatic pricing corrections and one-part settlements of energy trading amounts, the Independent Electricity Market Operator of the Philippines (IEMOP) said in January.

PEMC made the announcement in an advisory on its website.
MSPs provide equipment for metering installation and make reports to metered trading participants in the wholesale electricity spot market (WESM). The WESM is where generators sell excess power not covered by contracts, and where customers can buy additional output on top of these contracts.
In a Feb. 22 advisory, PEMC announced to market participants that it started monitoring MSPs since the start of the January billing month.
“PEMC and IEMOP agreed on a transition plan for the conduct of the MSP performance rating. In the said transition plan, IEMOP will complete the monitoring of MSP performance until CY (calendar year) 2020 and PEMC will assume the function effective CY 2021,” PEMC said in its advisory.

The National Grid Corp. of the Philippines (NGCP) on Friday said that it has been consulting agencies and stakeholders in the past two months about the country’s updated transmission development plan.
In a statement, the agency said the latest version of the plan would cover 2021 to 2040 and would take into account the needs of the power grid. The plan is updated yearly.
The National Grid had presented the road map for expansion and improvement of the grid in the coming years to the Department of Energy, National Transmission Corp., Philippine Electricity Market Corp. and Independent Electricity Market Operator of the Philippines.
