The latest incident began in late March when more than 200 Chinese fishing vessels arrived at Whitsun Reef, which Manila calls Juan Felipe Reef – a maritime structure that it insists lies located within the country’s 200-mile exclusive economic zone. The Chinese ships have continued to linger, supposedly because of rough seas caused by adverse weather conditions.
