The bill seeks to prevent state security forces, such as the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP), from entering and enforcing its operations in all UP campuses without prior notice to "the President or the Chancellor of the constituent university or the dean of the regional unit concerned" except "in cases of hot pursuit and similar occasions or emergencies." MANILA, Philippines The Department of the Interior and Local Government (DILG) and the University of the Philippines agreed yesterday to review a 1992 agreement banning the entry of police officers in UP campuses without prior notice.
The decision was reached at the end of an hour-long meeting at the Philippine National Police (PNP) headquarters at Camp Crame in Quezon City.
Present during the meeting were UP president Danilo Concepcion and chancellor Fidel Nemenzo.
DILG spokesman Undersecretary Jonathan Malaya described the meeting as cordial, adding that both sides agreed to create a technical working group (TWG) which will review provisions of the accord.

Opposition Senator Leila de Lima has filed a bill seeking to uphold academic freedom in the University of the Philippines (UP) and provide the institution the “democratic space” to ensure that exchanges and expression of ideas within its premises are free from intimidation from state forces.

“While it is important to protect our national security, it is likewise important to afford our academic institutions the democratic space conducive to free exchange of ideas and critical thinking, which leads to more effective participation in the national conversation,” De Lima said in filing Senate Bill No. 2035.
