Background
The Iraq Cash Working Group (CWG) was established in August 2014 as a technical working group
within the Inter Cluster Coordination Group (ICCG) to support Cash and Voucher Assistance (CVA)
programming in Iraq, including coordination of Multi-Purpose Cash Assistance (MPCA), which has
been a major component of the Iraq response. As of 2021, the CWG reports to the ICCG, with regular
updates to the ICCG and the Humanitarian Country Team (HCT).
This ToR should be revised annually, or as required.

INTRODUCTION
To inform humanitarian cash programming, REACH in partnership with the northeast (NES) and northwest (NWS) Syria Cash Working Group (CWG) conducts monthly Market Monitoring Exercises in northern Syria to assess the availability and prices of 36 basic commodities that are typically sold in markets and consumed by average Syrian households, including food and non-food items, water, fuel, and cellphone data.
Of these, 18 items comprise the Survival Minimum Expenditure Basket (SMEB; see below), which represents the minimum, culturally adjusted items required to support a 6-person household for a month.
Data collection took place between 5-13th April 2021 and was conducted by REACH, CARE, Shafak, Global Communities,
