The New Jersey Cannabis Regulatory Commission on Monday held its first public meeting, giving the 2.7 million voters who backed New Jersey marijuana legalization last year their first taste of how the Garden State will enter its new era of legal weed.
The agenda for the 45-minute meeting was brief, serving largely as a way for cannabis commissioners to introduce themselves to the public and take care of bureaucratic housekeeping, such as formally taking over the New Jersey Medical Marijuana Program from the state health department and establishing an organizational structure.

The New Jersey Cannabis Regulatory Commission (“CRC”) has finally come into existence, and now, the hard work begins.
By way of background, the CRC was created by statute as part of New Jersey’s medical cannabis expansion law, though the full roster of commissioners was only recently appointed. The CRC will oversee both the medical and adult-use cannabis marketplace, and is tasked by New Jersey’s adult-use implementation law with creating the rules and regulations that will govern the structure and scope of the adult-use. Indeed, New Jersey’s adult use bill requires that the CRC spend the next six (6) months creating the rules and regulations for how the marketplace will be governed, and only at that point may the CRC begin soliciting adult-use cannabis licenses. And remember, because the CRC oversees both the medical and adult-use marketplaces, nothing prevents the CRC from utilizing the current medical market

When I last wrote my blog post, “New Jersey Marijuana Social Lounges,” in November 2018, the NJ adult-use recreational bill was in its infancy. Now that the state has finally legalized marijuana under the New Jersey Cannabis Regulatory, Enforcement Assistance, and Marketplace Modernization Act (“CREAMMA”), I am duty-bound to update the blog on “cannabis consumption areas” or “CCAs” as defined in CREAMMA.
Many clients have recently asked me, “How do I open a marijuana social lounge?” The short answer is you will need to apply for a cannabis retail license when the applications are published by the newly created New Jersey Cannabis Regulatory Commission (“CRC”).
