That was in 1832 and that new pestilence was cholera, which brought devastation across the world. At first, nations turned inwards, and responded alone but after 3 consecutive cholera pandemics in 30 years, accelerated by growing industrialisation, urbanisation and global trade, countries soon realised that infectious diseases could no longer be handled as a domestic issue alone.
