Florida Power & Light s (FPL) Turkey Point nuclear plant near Homestead will be subject to elevated scrutiny from federal regulators in the coming months after a series of unplanned reactor shutdowns.
In March, Turkey Point s Unit 3 reactor experienced its fourth unplanned shutdown in seven months. Detailed in an inspection report released this past Friday, the event caused the plant to be downgraded from a green to white performance rating. The white rating represents performance outside an expected range of nominal utility performance but related cornerstone objectives are still being met.
The bill states that in order for a restaurant to sell drinks to-go, it must be a food service establishment that has 2,500 square feet of service area, is equipped to serve meals to 150 persons at one time, and derives at least 51 percent of its gross food and beverage revenue from the sale of food and nonalcoholic beverages. In reality, however, it s more complicated than that. For an establishment to be able to sell to-go cocktails under the new law, it must possess what s known as a special restaurant license. That license, often referred to as an SRX license, was designed to separate restaurants from other establishments, which must obtain so-called quota licenses, so named because state law determines the total number of licenses that can be issued in a county based on its population.
