A top White House climate adviser denounced fiscally irresponsible repeat spending on disaster after disaster and said the government should improve the nation s resilience to floods and other perils.
David Hayes, President Biden s special assistant for climate policy, says in a new article that the Federal Emergency Management Agency should encourage states to develop climate resilience plans to help them incorporate risks from warming into disaster recovery.

President Biden’s climate team consists of veterans from past battles and fresh faces in the environmental movement.
David Hayes, special assistant to the president for climate policy, brings decades of political experience to the White House, having fought polluting industries and Trump administration policies.
A two-time Interior deputy secretary, Hayes is a distinguished member of the White House Office of Domestic Climate Policy, which is directed by Gina McCarthy and Ali Zaidi, her deputy.
People with anxiety and depression are more likely to report an increase in drinking during the COVID-19 pandemic than those without mental health issues, according to a new study.
While drinking grew the most among younger people, older adults with anxiety and depression also saw a sharper increase in their risk for harmful alcohol use.
“This increase in drinking, particularly among people with anxiety and depression, is consistent with concerns that the pandemic may be triggering an epidemic of problematic alcohol use,” says lead author Ariadna Capasso, a doctoral student at New York University School of Global Public Health.
People often drink to cope with stress and traumatic events; a 2002 study found that a quarter of New Yorkers increased their alcohol consumption after the September 11 terrorist attacks.
