Although hype cycles, the temporal trends in societal perception of a specific technology or industry, are largely unavoidable and difficult to predict, they hold tremendous power to make or break industries. Hype can delay or even fully derail promising emerging technologies if poorly managed. Investors and technology developers therefore ignore hype at their own peril, and would benefit by best-practices, described below, to build resiliency against hype and hype cycles.

EPA Proposes to Extend 2019, 2020 RFS Deadlines DEADLINE Comments due March 11, 2021 – Advanced BioFuels USA

by Erin Voegele (Ethanol Producer Magazine)  The U.S. EPA is scheduled to publish a proposed rule in the Federal Register on Jan. 15 extending certain Renewable Fuel Standard deadlines for compliance years 2019 and 2020. A public comment period is open through March 11 and a virtual public hearing is scheduled for Feb. 9. In the proposed rule, the EPA proposes to extend the RFS compliance deadline for the 2019 compliance year and the associated deadline for submission of attest engagement reports for the 2019 compliance year for small refineries. The new deadlines would be set for Nov. 30, 2021 and June 1, 2022, respectively. In the proposed rule, the EPA explains its proposal to extend the 2019 compliance deadline for small refineries is due to uncertainty surrounding small refinery exemptions (SREs) under the RFS program. OMB Updates Timelines for 2021 RFS, E15 Label Rules – Advanced BioFuels USA

by Erin Voegele (Ethanol Producer Magazine) Information released by the White House Office of Management and budget indicates the a proposed rule to set 2021 renewable volume obligations (RVOs) under the Renewable Fuel Standard could be released soon. A rulemaking is also underway to alter E15 labeling requirements. The OMB on Dec. 9 published its Fall 2020 Unified Agenda of Regulatory and Deregulatory Actions, which provides updated timelines for U.S. EPA regulatory actions of interest to the biofuel and bioenergy industries, including those related to the RFS and E15 labeling requirements.  … According to the fall agenda, a notice of proposed rulemaking is scheduled to be released before the end of 2020, with a final rule expected in June 2021.
