House Biofuels Caucus Looks to Expand Biofuel Access

NGT News March 8, 2021 The co-chairs of the House Biofuels Caucus have introduced two new pieces of legislation to increase access to biofuels and to fully recognize their environmental benefits. Rep. Cindy Axne, D-Iowa, and Rep. Rodney Davis, R-Ill., led the introduction of the Renewable Fuels Infrastructure Investment and Market Expansion Act, which would expand access to higher blends of biofuels. Rep. Dusty Johnson, R-S.D., was the lead sponsor of the Adopt GREET Act, which will direct the Environmental Protection Agency (EPA) to update its greenhouse gas modeling for ethanol and biodiesel. “One of the largest barriers to increased use of higher blends of biofuels is the lack of infrastructure and availability for consumers,” says Axne. “My bipartisan legislation will provide consistent federal investment for biofuels infrastructure and will remove barriers for E15. Apparently the GOP-controlled Iowa Legislature didn’t get the memo. Members of the majority party now embrace big, meddling government. They excel at stripping decision-making authority from cities, counties and even private practitioners and businesses. Their obsession with micromanaging others is particularly egregious this legislative session. Among what they are trying to do: Ban traffic cameras Local traffic ordinances are enforced by local law enforcement. Yet Sen. Brad Zaun, R-Urbandale, wants to strip from police an enforcement option. He has sponsored, again, a bill prohibiting the use of most traffic cameras and ordering the removal of most existing ones. Senate Study Bill 1176 is opposed by police chiefs who told lawmakers the cameras reduce speeding and accidents. Cameras also generate revenue for law enforcement, meaning Zaun’s bill would literally defund cops.

Excerpt from Renewable Fuels Association: In separate comments filed by RFA, the organization stressed its support for Canada’s technology-neutral approach to reducing carbon-based emissions and noted the important role ethanol can play. “Ethanol is already reducing climate change emissions from the transportation sector and there is room for more growth,” wrote Kelly Davis, RFA Vice President for Regulatory Affairs. “The proposed Clean Fuels Regulations will be critical in providing consumer options and spurring innovations in transportation fuels. RFA believes that renewable fuel, especially ethanol, can further decarbonize passenger cars and light-duty trucks today. Promising research and development initiatives show ethanol can also power medium-duty and heavy-duty engines in the future as well.”
