CX Daily: Zhou Xiaochuan on the Challenges of Taxing the Digital Economy
Digital services tax /
Along with many of the world’s nations, China faces difficult and delicate decisions around
taxation of internet giants and fairness in an increasingly global digital economy, according to Zhou Xiaochuan, former governor of the People’s Bank of China (PBOC) and current president of the China Society for Finance and Banking, a PBOC-managed financial research institution.
On the one hand, advocates of a global digital services tax (DST) framework argue that multinational corporations shouldn’t be allowed to extract massive, tax-free profits from digital consuming countries. On the other hand, setting up a multilateral framework has repeatedly run into roadblocks amid rising protectionism and unilateralism.

Chinese carmaker Arcfox will launch luxury EV powered by Huaweiâs Harmony OS and 5G
Arcfox is announcing a new luxury EV model that equips tech and equipment made by Huawei. The Huawei HI system combines its smart HiCar smart display with lidar technology and 5G connectivity to provide level-3 autonomous driving. The following is a teaser posted about the upcoming vehicle launch.
The Arcfox Alpha S HBT (the HBT stands for Huawei Bluepark Together) is the first vehicle to ever get Huaweiâs HI solution for self-driving EVs. According to a WeChat post made by BAIC Blue Park New Energy Technology, Arcfoxâs owning company, the self-driving capabilities of the vehicle will still require the driversâ attention in most cases, in the event that the driver needs to intervene.

Huawei Technologies Co and Chinese carmaker Arcfox have launched the first electric car with a full suite of autonomous-driving features, as the telecoms equipment giant looks for new sources of revenue after its networking gear and smartphone businesses were hobbled by US sanctions.
The Arcfox αS HBT is the first car to get Huawei HI, a complete intelligent automotive solution that runs on the firm’s own Harmony OS and lidar chip, and has 5G connectivity, the company said.
This differentiates it from Huawei’s simpler HiCar smart screen that has already been used in a vehicle from Chinese carmaker BYD.
