Locked Shields cyber exercise practices for loss of satellites 27 April 2021 by Gerrard Cowan The Locked Shields 2021 cyber defence exercise incorporated a range of new cyber physical systems, including a satellite mission control system, aiming to simulate real-life threats to military situational awareness. Locked Shields is the world’s largest cyberspace exercise, and is overseen annually by the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE), a Tallinn, Estonia-based organisation that is affiliated with the alliance without being part of its command structure. This year’s exercise involved more than 2,000 participants from 30 countries, including new participants such as South Korea and Japan, said Carry Kangur, head of cyber exercises at the CCDCOE.

8 Thirty-three West Virginia National Guardsmen, Defense Information Systems Agency employees, Illinois National Guardsmen, and West Virginia University students partnered with Polish allies to compete in the world’s largest international cyber defense exercise run virtually by the NATO Cooperative Cyber Defence Centre of Excellence in Tallinn, Estonia the week of April 12-16th. Locked Shields is a unique cyber defense exercise, offering the most complex technical live-fire challenge in the world, with more than 1,200 experts from nearly 30 nations participating. There were 22 friendly defense Blue Teams competing in Locked Shields to defend a fictional country. The Blue Team that the West Virginia National Guard – Defense Information Systems Agency Mission Assurance – Cyber members were a part of was a joint team led by Poland, and included additional National Guard members supporting the event both in the exercise and real-world capacities.

Blue Teams from Finland and the Czech Republic took second and third place respectively. Congratulations to the teams, whose strategy proved to be the best, however every single participating team is a winner for tackling the unrivalled complex cyber challenges of Locked Shields exercise, said Carry Kangur, head of cyber exercises at the Tallinn-based NATO Cooperative Cyber Defense Center of Excellence (CCDCOE), which hosted the exercise with partners. Kangur said this year, the exercise involved in total more than 5,000 virtualized systems that had to be defended against over 4,000 attacks. In addition to maintaining more than 150 complex IT systems per team, the Blue Teams had to be efficient in reporting incidents, executing strategic decisions, solving forensic, legal and media challenges and dealing with hostile information operations.
