FEMA is frequently communicating with states impacted by Colonial Pipeline shutdown

The Federal Emergency Management Agency has been “frequently” communicating with states impacted by the Colonial Pipeline shutdown, says the agency’s new administrator Deanne Criswell.
In an interview clip released by CBS News Wednesday, Criswell is asked whether FEMA has had conversations with government agencies about potential disaster relief if the fuel shortages continue.
Criswell, who was sworn in last month as the head of FEMA, said the agency has “been in contact with all of our states that have been impacted by this, communicating with them frequently to see if there are any issues.

Panic buying by consumers at gas stations in the southeastern states was blamed for turning the shut down of the Colonial Pipeline into a gas shortage, industry experts said.
There was a common message to drivers from petroleum, gas station and tank truck industry experts at an American Petroleum Institute press conference Wednesday: stop panic buying gas like it was toilet paper in 2020.

Picture a customer who receives a hefty invoice from an auto repair shop with several additional charges and no details regarding the nature of these fees. The customer is left facing the question of whether to dispute the bill, and if so, how. Such has been the experience of U.S. rail shippers in recent decades when receiving invoices from the railroads for demurrage charges, which are applied by railroads for costs incurred when shipments are held up beyond a reasonable time.
However, a new rule finalized by the Surface Transportation Board (STB) in April 2021 has brought a welcome change for U.S. freight rail shippers, who previously had been subject to frequent and ambiguous demurrage charges from the railroads amounting to billions of dollars. In 2020 alone, Class I rail carriers levied almost $1.4 billion in demurrage fees on rail shippers.
