MONTOURSVILLE – With heavy snow forecasted tomorrow and Thursday, the Pennsylvania Department of Transportation (PennDOT) will be pre-treating major roads in advance of the winter weather forecast. Anti-icing trucks may be seen along high-volume roads in the PennDOT District 3 region in Bradford, Columbia, Lycoming, Montour, Northumberland, Snyder, Sullivan, Tioga and Union counties.
Anti-icing involves wetting the highway with salt brine before a storm’s arrival. The solution lowers the freezing point of water and slows or prevents ice from forming a bond with the pavement during the early stages of a storm.
The salt brine is spread from sprayers attached to the brine tank on PennDOT trucks. The trucks have signs on the backs indicating their purpose. The public can track the location of PennDOT plow trucks on www.511PA.com.

Commonwealth Court has upheld a decision by the Luzerne County Court that overturned Dorrance Twp.âs denial of the Preserve at Blue Ridge Trailâs application to build a planned residential community around the existing Blue Ridge Trail golf course.
The order, filed Monday, upheld the Dec. 12, 2019 decision of Senior Judge Kenneth W. Seamans, Susquehanna County, who was specially appointed by the Luzerne County Court.
The Preserve plans to develop approximately 135 acres of its 546-acre property as single-family dwellings on one acre lots. A planned residential development allows a developer to meet overall density and land-use goals without being bound by rigid zoning requirements such as minimum lot size and use categories. It also encourages preservation of more open space than traditional developments.
