LOCK HAVEN The Clinton County commissioners met for a few minutes on Tuesday morning to approve a new contractor to replace the Peale Avenue Bridge in Mill Hall.
On March 25, the Pennsylvania Department of Transportation notified the commissioners that the low bidder on the project was Glenn O. Hawbaker Jr. and the commissioners approved Hawbaker as the contractor to replace the bridge.
“Since then, the state Attorney General came out with charges against the low bidder and notified us last week that PennDOT will not allow any bids from contractors who have been charged. PennDOT told us to go with the second lowest bid,” said Commissioner Miles Kessinger.
Although major renovations are on the horizon for Mt. Lebanonâs main commercial corridor, the hope for the duration of the project is business as usual.
âThe Uptown District will be open during construction,â assistant municipal manager Ian McMeans said. âWeâre coming out of a pandemic, and we want to be able to support our businesses as much as possible. And weâre confident that the new streetscape will really enhance the district. We just have to get through the construction phase first.â
At their next regular meeting, scheduled for May 11, Mt. Lebanon commissioners plan to award a contract for the first phase of Vibrant Uptown, an aesthetic overhaul of the Washington Road business district that has been in the works for more than a year and a half.

The caucus and one Democrat voted April 27 to impose a requirement that the Pennsylvania Department of Transportation first get approval from the legislature before imposing new revenue-raising for bridge reconstruction and repair in spite of the formation of a public/private partnership committee years ago that was charged with finding new ways to pay for infrastructure upkeep.

The new restriction passed the Senate in a 28-19 vote as Republicans claim the process leading up to PennDOT announcing in February plans to erect structures on deteriorating bridges that would record EZPass and license plate information to charge tolls, raising repair funds for that specific span wasn t what lawmakers actually intended when the partnership board was created in 2012.
