Fighting climate change, planting more trees and funding environmental progress in tight times will be among the challenges confronting state lawmakers in Maryland, Virginia and Pennsylvania when they gather in January in their respective capitals. The 2021 legislative sessions will open as last year’s ended, under the shadow of a coronavirus pandemic that eviscerated state budgets — and even sent Maryland lawmakers home early with many bills still awaiting action. Lack of funding, not Lancaster County farmers, to blame for Chesapeake Bay pollution: foundation

That’s especially true on Pennsylvania farmland, including in Lancaster County. All of that is according to a report released Tuesday by the Chesapeake Bay Foundation, which noted some improvement in pollution levels but gave the bay a low grade of D-plus — the same grade it got in a previous report issued two years ago. But Don Ranck, the Lancaster County Farm Bureau’s president, said pollution reduction goals for the bay are unrealistic. “Yes, farmers want to help. Farmers want to do what s right,” Ranck said. “But we have a goal that is impossible to reach. They set the goal higher than can possibly be reached.”

F. Larry Kulp, 77, of rural Martinsburg, died Friday at Conemaugh Memorial Medical Center, Johnstown. A native of Bucks County, Kulp and his wife, Mary Ann, moved to Morrisons Cove and in 1973, began the Lar-Ann Dairy Farm, which they owned and operated for 26 years. In 1999, the farm was renamed Kulp Family Dairy LLC, and is now owned and operated by their son, Phil, and his family. Joe Diamond, Pennsylvania Farm Bureau regional organizational director, said Kulp was a friendly and outgoing guy. “He would talk to anybody. He was friendly to everyone,” Diamond said. “He was always there and willing to help if someone had a question about farming.”
