HARRISBURG Pennsylvania Attorney General Josh Shapiro has announced that Glenn O. Hawbaker Inc., of State College, has been charged with four counts of theft relating to violations of the Pennsylvania Prevailing Wage Act and the federal Davis-Bacon Act.
Hawbaker is one of the largest contractors to complete projects on behalf of the commonwealth, receiving an estimated $1.7 billion in funding as of 2021.
“This is the largest prevailing wage criminal case on record under Pennsylvania prevailing wage law and across the United States under federal law,” Shapiro said. “My focus now is on holding Hawbaker accountable for breaking the law, and getting these workers their money back.”

Thats how Pennsylvania Attorney General Josh Shapiro sums up the case against Glenn O Hawbaker Inc. Corporation based in State College. The company does road and other construction statewide,late last year they finished up a 80 million dollar project upgrading 322 in Potters Mills.
In a criminal complaint that read like a complicated accounting investigation, the company is accused of stealing funds from workers retirement,health and welfare accounts

Fake coronavirus vaccination cards are now being touted online, and with the new scam comes a warning from Pennsylvania Attorney General Josh Shapiro. Speaking with the New York Times, Shapiro said the bogus vaccination cards could violate state laws regarding impersonation.

(Harrisburg, PA) Pennsylvania Attorney General Josh Shapiro is accusing one of the state s largest construction firms of stealing millions from its employees. Shapiro says Glenn O. Hawbaker Incorporated was not following state and federal regulations for compensation rates for its employees. He added that instead of diverting money to employee pay, health coverage and retirement, a lot of it was siphoned into the accounts of executives. The firm allegedly stole more than 20-million-dollars from its employees. Hawbaker officials say they cooperated fully when the investigation first started in 2018 and will continue to work constructively with the Attorney General s office to reach a swift solution.
