Lawmakers battle over state and local aid in coronavirus bill

Lawmakers battle over state and local aid in coronavirus bill Print this article House and Senate leaders negotiating a coronavirus aid package are deciding whether to include up to $90 billion for the Federal Emergency Management Agency. The money, sought by Democratic negotiators, would allow FEMA to help cities and states deal with emergencies, which they say is needed due to shrinking tax revenue. The funding is among several provisions holding up a virus aid deal. Republicans fear the FEMA funding that Democrats seek will be used by local governments to bail out bad financial decisions, including poorly managed state pension plans.

Congress Passes Two-Day Spending Bill

In the Covid-19 talks, negotiators were still wrestling Friday to close differences on the Federal Reserve’s emergency lending powers, among other snags. Leaders have aimed to pair the passage of the Covid-19 aid bill with a broader spending bill. While lawmakers maintain that they are closing in on an agreement, it became clear Friday that a coronavirus-aid package wouldn’t be finished in time to pass with a spending bill needed to avoid a government shutdown at 12:01 a.m. Saturday.

On Friday night, both chambers passed a two-day spending patch, signed into law by President Trump, to keep the government funded through Sunday while negotiations continued. The previous deadline had been 12:01 a.m. Saturday. Senate Minority Leader Chuck Schumer (D., N.Y.) said lawmakers were still negotiating Saturday over the last stumbling block: a push from Sen. Pat Toomey (R., Pa.) to restrict the Federal Reserve’s emergency lending powers.
