COLUMBIA, S.C. (Legal Newsline) - Sanctions imposed by a South Carolina circuit court against a former communications director for the Berkeley County School District were upheld on appeal by the state’s Court of Appeals.
Under the court’s per curiam opinion filed Dec. 9, former Communications Director Amy Kovach is ordered to pay $48,000 in attorneys fees to Joshua Whitley and his mother Dr. Karen Whitely, currently the Associate Superintendent of Human Resources for the district. Kovach had sued the Whitleys for civil conspiracy.
Kovach’s action against the Whitleys stems from a $198 million bond question approved by the voters in 2012; both mother and son had campaigned against the bond. Kovach filed the lawsuit after pleading guilty in 2015 to charges that she used government resources while a school district employee to influence the outcome of the vote.

CHARLESTON, S.C. (WCSC) - New data shows hundreds of Lowcountry students have missed more than 10 days of class during just the first nine weeks of the 2020-2021 school year.
The Charleston County School District reported 2,500 students who recorded more than ten absences within the first quarter.
The Berkeley County School District reported 1,727 students had failed to show up for more than 10 days of school during the first nine weeks, and Dorchester County School District Two reported 1,419 students had missed the same amount of class time.

COLUMBIA, S.C. (WCSC) - State Superintendent Molly Spearman, who leads the South Carolina Department of Education, said sheâs alarmed by the increase in the number of students failing at least one class in the first nine weeks of the school year.
âIâm not shocked by the numbers,â Spearman said. âI am alarmed.â
In Charleston County, 7,739 students failed at least one class during the first quarter of the school year compared to the 4,756 who did last year.

The funding can be used for four specific purposes, including safety measures and personal protective equipment, hiring of school nurses, hiring of staff to provide one-on-one instruction and support services for struggling students, and technology equipment to support online learning.
