The questions asked what the purpose and principles of the bill were, why it was needed, as well as about what it would mean for rural New Zealand and small businesses. Seymour said it would ensure policymakers were asking and answering the right questions when laws were made. His response to the fifth question about whether there would be a cost-benefit analysis on all new legislation was interrupted after he said it did, with Speaker Trevor Mallard saying the question had been answered.
