CATLETTSBURG Parks and Recreation head Justin Pruitt moved up in the county Tuesday, after being appointed by the Boyd County Fiscal Court to the newly created County Administrator position at the governing bodyâs noon meeting.
Akin to the duties of a city manager, the county administrator will handle the day-to-day operations of the county departments, according to Judge-Executive Eric Chaney.
While certainly not as sexy as Fridayâs announcement about the KYOVA Mall property, the position marks a new direction for how the county government operates.
Traditionally, the judge-executive handles the day-to-day tasks in the counties, but Chaney said that has led to a break-down in communications, an issue Chaney readily admitted was partially his fault.

SOUTH POINT, Ohio â Dozens of cars paraded through South Point, Ohio, on Saturday as the village hosted a cruise-in event to celebrate Independence Day.
The vehicles made their way from the village park, through various village streets and then back to the park.
The event also featured food vendors, music and games, and the day was capped off with a fireworks display put on as a collaboration between the Boyd County Fiscal Court and the city of Catlettsburg, Kentucky, as well as Kenova in West Virginia.
The event began last year as a socially distanced activity held during shutdowns caused by the pandemic. More than 170 vehicles took part in 2020.
It will be a true tri-state treat, according to Catlettsburg Mayor Faith Day.
The cityâs fireworks display is slated for 9:50 p.m. Saturday night can be enjoyed by Kentucky, Ohio and West Virginia, all from the comfort of the respective riverfronts at Catlettsburg, South Point and Kenova.
Day said that the mayors of those three cities, the Boyd County Fiscal Court, and the City of Ashland â combined with renovations to Catlettsburgâs riverfront near the floodwall â all helped to make this a reality.
Day said Catlettsburg has been hard at work cleaning up its riverfront and removing obstacles such as scrub undergrowth, and revealing a beautiful view of the river.
