In a statement on Monday, Phelps Health said the organization is committed to working with federal, state and local partners to ensure all individuals in the areas served by the healthcare organization will have the ability to receive the COVID-19 vaccine when they qualify.
As an approved vaccinator site for the state of Missouri, Phelps Health will continue to follow the Missouri Department of Health and Senior Services COVID-19 vaccination plan. The plan currently has designated individuals in Phase 1A, Phase 1B – Tier 1 and Phase 1B – Tier 2 as eligible to receive the vaccine.

About 20 years ago, Thailand rolled out universal health coverage for its population at a per capita GDP similar to today’s India. What made this possible was a three decade-long tradition of investing gradually but steadily in public health infrastructure and manpower. This meant that alongside the availability of funds, there also existed robust institutional capacity to assimilate those funds. While the response to COVID-19 by the Government of India has been more or less uniform across the country, in that a lockdown was imposed throughout, the death rate has varied across the states. This suggests that region-specific factors are likely to be relevant to the determination of this rate. A significant aspect of this study is the use of three different measures of the death rate in the empirical exercise. This showed all three measures of the death rate to be strongly related to health expenditure as a share of the gross domestic product but hardly at all to public health infrastructure. This can be interpreted as a sign of the role of the public health system comprising medical personnel, infrastructure and protocols in the prevention of death, with health expenditure as a key determinant of its effectiveness. It has an implication for public policy beyond the immediate health emergency due to COVID-19.
Missouri has determined that higher education faculty and staff as a whole will be part of Phase 2 distribution. Most students are expected to be included in Phase 3. However, the university encourages each individual to review the phases/tiers to identify their potential eligibility to join an earlier phase, which may change based on individual job responsibilities or health circumstances.
It is important to note that just because a state has opened a given phase/tier, the supply of vaccines remains limited with many vaccination sites having no active supply.
How to get the vaccine
Individual Initiated: Individuals who believe they are vaccine-eligible in a given phase can make an appointment with a health provider or contact their local health agency (Missouri Directory, Illinois Directory). Note that most local health departments have an online Vaccine Registration Survey allowing them to contact, screen and approve individuals according to phase.
