The 20-page decision upholds the June repeal of 50-a, a state law that has allowed the NYPD and other police departments to prevent the public from accessing disciplinary records. It was not immediately clear when the records would be published.
Last week, the Civilian Complaint Review Board recommended Ed Mullins face discipline for abuse of authority and using offensive language. Mullins, though a full-time union president, is still a sergeant and can face internal NYPD discipline.
