Shimla, Feb 7 (IANS): Foreigners, it seems, are cultivating a number of locals, who have brought large tracts of land under the cannabis in mysterious valleys of Kullu, besides rugged mountains of Himalayas across Himachal Pradesh the land of gods.
They are having a field day in remote villages for a long time by ensuring the multimillion-dollar narcotics trade mainly high-class marijuana reaches across India and even off-shores.
The involvement of foreigners, of late largely from African countries, in the murky trade of charas or hashish that grows naturally in the wild is an open secret.

The Central Bureau of Narcotics (CBN) on Sunday said over 5,900 kgs of different narcotic items have been seized in various operations conducted over the last six months. The Gwalior-headquartered CBN functions under the Union Finance Ministry and is tasked with managing, regulating and formulating policies for cultivation and trading of poppies, opium and other narcotic drugs. The other agencies that specifically work against drug trafficking include the central agency Narcotics Control Bureau (NCB) and dedicated units of various state police forces. In a statement, the CBN said it seized a total of 5,942 kgs of poppy straw, 16.4 kgs of opium, 1.5 kgs of heroin and about 2 kgs of Alprazolam tablets, a pharmaceutical drug used to treat anxiety and panic disorders, over the last six months after operations were conducted in various states.
The Supreme Court has termed as "atrocious" the manner in which a "sensitive matter" of narcotics has been sought to be prosecuted, and directed the Narcotics Control Bureau (NCB) to give an explanation over the delay in filing a plea against the Rajasthan High Court verdict in the case.
