Despite this step forward, the long-anticipated project and others in the Port Authority’s 10-year capital plan could be negatively affected by the COVID-19 pandemic, which has decimated revenues from the authority’s airports, trains and bridge and tunnel crossings.
In an indication of what’s to come, the Port Authority board approved the reallocation of about $200 million on Thursday. Those funds will be redirected from ongoing, large-scale redevelopment of the terminals and taxiways at JFK Airport to standalone projects such as an electrical substation that will be needed whether or not the bigger projects are funded.
The coronavirus-related revenue shortfall will have “dire consequences” for the authority’s capital projects by next year if significant federal aid isn’t forthcoming, Executive Director Rick Cotton said in a statement Thursday.

The Bayonne Planning Board approved an application by Lincoln Equities Group to construct a United Parcel Service (UPS) distribution center and an unaffiliated warehouse in Bayonne.
The project is estimated to create more than a thousand jobs.
The former Military Ocean Terminal at Bayonne (MOTBY) was transferred to the city in 1999 and under the Davis Administration has seen a flurry of development, including residential and commercial sites such as COSTCO, Starbucks, and Lidl.
Lincoln Equities acquired the site in 2018, which consists of approximately 153 waterfront acres with direct access to Global Container Terminals and the NJ Turnpike.
Study shows New York subways have a pollution problem

In the Big Apple, even mass transit can be a pollution risk.
According to a study published Wednesday in the journal Environmental Health Perspectives, New York’s subways are the most polluted in the Northeast and one subterranean station has higher levels of particulate pollution than any other station in the world.
The study, conducted by researchers from NYU Langone’s Department of Environmental Medicine with assistance from researchers in Connecticut and Alabama, measured particulate matter and carbon pollution during morning and evening rush hour in 71 stations across four metropolitan centers in the Northeast: Boston, Philadelphia, Washington, DC, and New York. The researchers measured pollution on station platforms, in the ambient environment outside the stations, and on trains while riding between stations.

A development team for 5 World Trade Center (5 WTC) has been selected by the Port Authority of NY and NJ. The board voted unanimously during their monthly public meeting to award the bid to Silverstein Properties, Brookfield Properties, Omni New York, and Dabar Development. The board also offered up a snapshot of the design, which comes from none other than Kohn Pedersen Fox.
